SID Digital and Tech Forum 2026

The SID Digital and Tech Forum 2026 is SID’s inaugural forum for board directors and senior leaders navigating the opportunities and risks of rapid technological change. Graced by Guest-of-Honour, Minister for Digital Development and Information, Mrs Josephine Teo, the forum will convene leaders across business, technology and governance for a timely discussion on how boards can govern innovation, risk and transformation. A key highlight of the programme is the launch of the AI Guide for Boards in Singapore, alongside a conversation with OpenAI and Microsoft on “Governing the Speed of Change” and a board-focused panel on how boards turn technology aspiration into execution.

Participants will gain practical, board-relevant perspectives on AI value and governance, digital trust and cyber readiness, and trusted data governance. The programme is complemented by dedicated networking opportunities and exhibitor sponsor showcases, providing valuable opportunities to connect with peers and senior decision-makers across the tech, governance and enterprise ecosystem.

Mrs Josephine Teo
Minister for Digital Development and Information

Mrs Josephine Teo leads the Singapore Government’s efforts in digital development, public communications and engagement, Smart Nation strategy and cybersecurity. She is concurrently a member of the Singapore Economic Resilience Taskforce, Chairperson of the Ong Teng Cheong Labour Leadership Institute Board of Governors, and Chairperson of the Council of Advisors of the ST Engineering Staff Union. Mrs Teo has held ministerial appointments across the Prime Minister’s Office and the Finance, Transport, Foreign Affairs, Home Affairs and Manpower ministries. As Minister for Manpower, she promoted good employment outcomes, sustainable wage growth and productive longevity, including tripartite consensus on raising the retirement and re-employment ages, enhancements to Silver Support and Workfare, and expansion of the Progressive Wage Model. She also contributed to whole-of-government efforts supporting marriage and parenthood, implementation of the Pioneer Generation Package, transformation of the public transport sector, and Singapore’s position as a global air hub. A Member of Parliament since 2006, Mrs Teo was formerly Chairman of the Government Parliamentary Committee for Education, Assistant Secretary-General of NTUC, and Chief Executive Officer of Business China. She graduated from the National University of Singapore and holds a Master of Science in Economics from the London School of Economics.

 


Dr Ong Chen Hui 
Assistant Chief Executive, IMDA BizTech

Dr Ong Chen Hui is Assistant Chief Executive, Business-Technology Group at the Infocomm Media Development Authority of Singapore, where she leads industry adoption and research in emerging technologies including 5G, 6G, AI, data, trust technologies, quantum-safe communications and green ICT. She also oversees engineering teams developing national technology products such as the National Speech Corpus and AI Verify. Dr Ong is a member of the OECD Experts Group on AI Compute and Climate, Cybersecurity Agency of Singapore’s OT Cybersecurity Experts Panel, and the Executive Committee of the Association of Information Security Professionals. She chairs SG Women in Tech and mentors through AiSP’s Ladies in Cyber programme. Dr Ong has held roles spanning business development, research and development, sales and delivery in cybersecurity, risk assessment, security architecture, malware analysis and security monitoring. She holds a PhD in Computer Science under the Singapore-MIT Alliance, an MSc in Electrical Engineering from Stanford University, and a BSc (Honours) in Electrical Engineering and Computer Science from the University of California, Berkeley.


Mr Andy Brown 
Head of Go-To-Market APAC, OpenAI

Mr Andy Brown is Head of Go-to-Market for APAC at OpenAI, based in Singapore. He works with businesses, governments and start-ups across the region to deploy frontier AI technologies that support creativity, productivity and innovation. Previously, Mr Brown held leadership roles with OpenAI in the UK, as well as with Mapbox and Quid. Originally from Wellington, New Zealand, he has lived and worked across the US, Europe and Asia. Mr Brown holds degrees in Law and Political Science from Victoria University of Wellington.


Dr Jasmine Begum 
General Manager of Corporate External & Legal Affairs, Microsoft ASEAN

Dr Jasmine Begum leads Microsoft’s Corporate, External and Legal Affairs for ASEAN, based in Kuala Lumpur. She provides legal and government affairs support for Microsoft’s sales and business operations across the region, advising governments, customers, partners, the private sector and communities on digital security, intellectual property, regulatory, compliance and data protection matters. Dr Begum established the APAC Leaders Digital Alliance for the public sector in 2021, creating a platform for government agencies, ICT leaders and industry stakeholders to share best practices on national digital transformation. She has nearly 30 years of experience in legal, policy, regulatory engagement and communications, with previous leadership roles at Dell, UNDP and the United Nations Executive Office of the Secretary-General in New York. Dr Begum is an advocate for accessibility, marginalised communities and women in technology, and was the first Malaysian appointed by the UN Secretary-General to the Internet Governance Forum Multistakeholder Advisory Group. Her accolades include the inaugural WIM’s Tan Sri Napsiah Omar Women Leaders Award and the Global Leadership Award for ICT Excellence. She holds a double degree in law from the International Islamic University Malaysia, a PhD in business and human rights, and an Honorary Doctorate from UNITAR International University.


Mr Ivan Ng 
Co-chair, SID Digital & Tech Committee

Mr Ivan Ng is the Chief Technology Officer of City Developments Limited, overseeing group IT, digital platforms and technology risk governance. He has held leadership roles in listed companies while based in China, Japan, the US, Indonesia and Thailand. Mr Ng co-chairs the SID technology and digital committee, serves on the boards of digital companies, and is a member of the audit and risk committee at the National Library Board. A founding member of the Singapore Economic Development Board’s industry partner network, he has served as an adviser to National University of Singapore (NUS), Gardens by the Bay, Temasek Polytechnic and Singapore IT Management Association. He was conferred the NUS Outstanding Computing Alumni Award in 2018.


Dr David Hardoon 
Former Global Head of AI Enablement, Standard Chartered

Dr David Hardoon is an executive with more than 23 years of experience in data and AI across senior management, start-ups, advisory, research, government, academia, investment and board roles. He is Ambassador for Global Women in AI, a member of the Board of Advisors to Connected Women, a Data Analytics Advisory Board Member at Singapore Management University’s School of Accountancy, and an Independent Non-Executive Director at Auto & General Services, Southeast Asia. Previously, Dr Hardoon was the Monetary Authority of Singapore’s first appointed Chief Data Officer and Head of Data Analytics Group, and subsequently Special Advisor for Artificial Intelligence. He led AI strategy development for MAS and Singapore’s financial sector, promoted open cross-border data flows, pioneered regulatory adoption of data science, and contributed to the Fairness, Ethics, Accountability and Transparency principles and MAS-backed Veritas consortium. He has also served as Global Head of AI at Standard Chartered and held executive data and AI leadership roles at Aboitiz Group. Dr Hardoon holds a PhD in Computer Science, specialising in Machine Learning, from the University of Southampton, and a BSc First Class Honours in Computer Science and Artificial Intelligence from Royal Holloway, University of London.


Ms Isabella Loh 
Chairman, Practising Management Consultant (PMC) Certification Board

Ms Isabella Loh serves as chairperson of the Singapore Environment Council and board director of Singapore Business Advisors and Consultants Council. She chairs the PMC Certification Board and serves as director of One Twenty Six. Ms Loh also chairs the Advisory Committee for the School of Applied Science and serves on the Board of Governors at Republic Polytechnic Singapore. She is chairperson of Eunoia Junior College and chairs The Best Practice and Ethics Advisory Committee at the Advisory Board Centre (Australia). Ms Loh’s previous roles include CEO and VP of Global Shell Marine Products, President and CEO of SembCorp Environmental Management, and leadership positions at the Singapore Economic Development Board.


Mr Jimmy Ng 
Board Member (Board Risk & Audit Committee), Keppel Ltd

Mr Jimmy Ng is an Independent Non-Executive Director of Keppel Ltd, where he serves on the Audit and Board Risk Committees. He also serves on the boards of PIL Pte Ltd and related entities within the PIL group, FFMC Holdings and its subsidiary Fullerton Fund Management Company, and NTUC FairPrice Co-operative Limited. Mr Ng has more than 30 years of regional and global experience in wholesale and consumer banking, having held senior roles with DBS Bank, RBS, ABN Amro Bank and J.P. Morgan. At DBS Bank, his roles included Senior Advisor for artificial intelligence efforts, Group Chief Information Officer, Head of Group Technology & Operations, Group Head of Operations and Regional Technology and Operations, Chief Audit Executive, and Head of Consumer Banking Operations. He spearheaded the transformation of the bank’s Audit function and Consumer Banking Operations using advanced data analytics and machine learning techniques.


Ms Joyce Shia 
Chief Information Officer, Telkomsel

Ms Joyce Shia is Chief Information Officer of Telkomsel, Indonesia’s largest telecommunications operator, serving more than 158 million mobile subscribers nationwide. Since May 2024, she has led AI-driven transformation across customer, network and enterprise domains, embedding AI, generative AI and advanced data platforms to strengthen intelligent operations and decision-making at scale. Under her leadership, Telkomsel has received global recognition, including the TM Forum Outstanding Catalyst Award for AI & Automation, the Global Telecoms Awards for AI-Augmented Digital Twins in Delighting the Customer, and The Fast Mode Awards for AI-enabled operational excellence and innovation. Ms Shia was recognised as Asia’s Most Inspirational Women in Leadership 2024 and named among the Top 50 Asia Women Tech Leaders 2025.
