Effective tax governance reflects a company’s commitment to transparency, accountability and responsible corporate citizenship. Boards play a pivotal role in establishing and championing robust tax governance frameworks to manage tax risks, ensure compliance with evolving regulations and build stakeholder confidence. SID, in collaboration with Inland Revenue Authority of Singapore (IRAS) and BDO, presents a regulatory perspective and practitioner insights on tax governance. The session will provide board directors with a strategic perspective on tax governance, its growing significance and equipping them with practical tools to strengthen oversight. Through case studies, directors will also learn how the tax control framework can safeguard their businesses from financial risks and penalties.

SPEAKERS




Evelyn Lim
Executive Tax Director, BDO Singapore

Ms Evelyn Lim has over 25 years of expertise in both Singapore and international taxation, specialising in advising multinational corporations and SMEs on corporate tax compliance, planning, and structuring. With a background at international accounting firms, mid-tier firm and a listed company, she has a comprehensive understanding of both the commercial and technical dimensions of tax governance. A member of the Singapore Chartered Tax Professionals (SCTP), Evelyn chairs the SME Tax Committee, where she plays an active role in addressing tax issues through dialogues with the tax authority.



Eu Chin Sien
Executive Director, Head of Goods and Services Tax, BDO Singapore

Ms Eu Chin Sien has over 27 years of GST expertise as regulator and advisor. An Accredited Tax Advisor (GST) with the SCTP, she began her career as a GST auditor at IRAS, later transitioning to advisory roles at Big Four firms. She is pivotal in establishing dedicated GST practices at two leading mid-tier firms in Singapore. Recognised as a Highly Regarded Indirect Tax Practitioner by the International Tax Review (2022 - 2024), Ms Eu is also a Board Member and GST Committee Member at SCTP, where she collaborates with IRAS to address practical GST challenges.




New Aik Meng
Group Tax Specialist (Accredited), Corporate Tax Division, Inland Revenue Authority of Singapore

Mr New Aik Meng is currently a Group Tax Specialist with the IRAS Corporate Tax Division. He leads a team of officers responsible for reviewing tax return filed by large companies. He joined IRAS in 2010 as a Senior Tax Specialist and his past portfolios include incentive and manufacturing companies. He has more than 15 years of experiences in the private sector dealing with corporate tax issues including those arising from corporate restructuring. Mr New is also an Accredited Tax Advisor (Income Tax) with the SCTP.




Wong Shu Min
Senior Assistant Director, Goods and Services Tax (GST) Division, Inland Revenue Authority of Singapore


Ms Wong Shu Min is a Senior Assistant Director with the IRAS GST Division. With over 10 years of experience in GST work, she currently leads a team that oversees the Assisted Compliance Assurance Programme (ACAP) and audits of large businesses. Prior to that, she has also managed a team that oversees the audits and tax rulings of businesses in the wholesale trade sector. Ms Wong is also an Accredited Tax Advisor (GST) with the SCTP.




Cheryl Teo 
Senior Manager, Corporate Tax Division, Inland Revenue Authority of Singapore

Ms Cheryl Teo is a Senior Manager with the IRAS Corporate Tax Division. She is currently involved in tax administration matters which includes corporate income tax audit, policy reviews and developing tax governance. Prior to joining IRAS in 2021, she has over 7 years of experience working as a corporate tax manager dealing with both corporate tax compliance and advisory services. Ms Teo is also an Accredited Tax Practitioner (Income Tax) with SCTP.




Noraini Ismail
Senior Tax Manager (Audit), Goods and Services Tax (GST) Division, Inland Revenue Authority of Singapore

Ms Noraini Ismail is a Senior Tax Manager (Audit) who has been in the IRAS GST Division for over 10 years. She is currently in the Assisted Compliance Assurance Programme (ACAP) team, which performs reviews on businesses that participate in ACAP and accords ACAP status to those that have attained certain benchmarks in the level of GST controls. Ms Ismail is an Accredited Tax Practitioner (GST) with the SCTP.
