ASEAN Corporate Governance Scorecard
HOW SINGAPORE CAN IMPROVE ITS TRANSPARENCY AND SCORECARD RANKING – Political and economic uncertainty have exposed structural and systemic weaknesses in a post-pandemic world. The ASEAN Corporate Governance Scorecard was revised in 2023, in response to the updated G20/OECD Principles of Corporate Governance – to include updated criteria on shareholder rights and equitable treatment, transparency and disclosure, and board responsibility in the new era of sustainability and resilience.

In this session organised by SID and NUS’s Centre for Governance and Sustainability, we present the performance of all companies participating in the scorecard – against the domestic and ASEAN backdrop. We will highlight the changes in the new scorecard and areas where Singapore companies can improve their competitive ranking. Many of the criteria are related to recent changes to the listing rules announced by SGX.

SPEAKERS

Lim Tuang Lee
Assistant Managing Director (Capital Markets), Monetary Authority of Singapore


Mr Lim Tuang Lee is the Assistant Managing Director (Capital Markets) of Monetary Authority of Singapore (MAS). Prior to this, Mr Lim was Assistant Managing Director of the Organisation and People Development Group at MAS. He was previously head of Banking Department I at MAS and has served in various functions, including prudential policy formulation, monetary policy implementation, risk management, and strategic planning. He was awarded the Public Administration Medal (Silver) in 2017.



John Lim
Past Chairman, SID


Mr John Lim is an Honorary Fellow of the Singapore Institute of Directors and a core member of the OECD Asian Corporate Governance Roundtable. He is a Past Chairman of SID, Building and Construction Authority, and Senoko Power. He was a member of the Corporate Governance Council which revised and recommended the Singapore CG Code 2012, of the Companies Act Review Committee which was responsible for the 2013 revision of the Singapore Companies Act, and of the Securities Industry Council. Mr Lim is an adviser to a European PE Fund and independent non-executive Chairman of a listed company. He is Chairman of the advisory board of the Centre for Governance and Sustainability and nominated Corporate Governance expert for Singapore for the ASEAN Corporate Governance Scorecard.



Lawrence Loh
Director, Centre for Governance and Sustainability, NUS Business School


Prof Lawrence Loh is Director, Centre for Governance and Sustainability (CGS) at NUS Business School, National University of Singapore where he is Professor in Practice of Strategy and Policy. He is Visiting Professor at Wealth Management Institute in Singapore. At CGS, Prof Loh leads key sustainability initiatives and steers the Singapore Governance and Transparency Index and ASEAN Corporate Governance Scorecard. He has extensive professional engagements in ESG-related initiatives, including the sustainability assessments of listed companies on the Singapore Exchange and the ASEAN sustainability reporting initiative in collaboration with ASEAN CSR Network. Prof Loh was chief facilitator for Singapore National Technology Plan and served on the Think Tank for Science and Technology. He is a regulator commentor in the media on business and policy issues.



June Sim
Managing Director and Head, Listing Compliance, Singapore Exchange Regulation


Ms June Sim is the Managing Director and Head of Listing Compliance in SGX RegCo, and oversees the compliance of all SGX-listed companies with the Listing Manual. She leads the function that monitors listed issuers’ compliance with continuing listing obligations, including regulatory oversight of Catalist sponsors. As a senior management member of SGX RegCo, her views are valued in discharging SGX’s responsibilities as the frontline regulator in the review of submissions to SGX RegCo for corporate action. She is a frequent speaker on various corporate governance seminars, and contributes to raising standards of the professionals in our capital market.
